The Ministry of Energy explained how and why electricity restriction decisions are made. Outage schedules directly depend on the state of the energy system, which can fluctuate every hour.
According to the Ministry, these changes may occur due to the aftermath of attacks, technical failures, electricity deficits, or increased power consumption—especially during peak hours or extreme weather conditions.
"After massive shelling, the energy system often lacks generation capacity or the ability to transmit electricity due to network damage. Therefore, consumption limits become necessary," said the Ministry of Energy.
The Ministry also noted that control commands for restrictions may come from both NPC "Ukrenergo" and regional distribution system operators. The scale of imposed restrictions depends on overall consumption levels and the technical ability of the system to generate and deliver power.
Energy outage schedules are flexible and may change hourly due to consumption fluctuations, system damage, or power shortages, as explained by the Ministry of Energy.
