In her new book "Sink or Swim", Susannah Fisher explores the challenges of adaptation efforts.

Miami, considered "ground zero" for climate change by its mayor, Francis Suarez, is a prime example. The city's sea-level rise strategy, led by Miami-Dade County, aims to adapt to an extra 60cm of water through measures such as raising land, elevating buildings, and creating flood-absorbing parks.

The city's strategy is focused on living with the effects of climate change, but critics argue it primarily serves to reassure investors rather than ensure long-term safety.

The financial costs of adaptation are substantial, with a US$400 million resilience bond funding infrastructure to protect the city and its assets. Despite the uncertainty of a permanent solution, Miami must proceed as if adaptation efforts will be successful to maintain investment and development.
